Full fibre upgrade

I have been informed by BT customer service that I can’t have full fibre “yet”. According to Openreach it is available. If I log on to BT home my available upgrade is still FTTC. If I go to BT without logging unit tells me I can have FTTP. I am in a cul-de sac with three other premises who are not with BT ( I have been with BT since analogue)  and they are informed they can have fibre. 
Why is BT fubre available to non BT and not current customer in my area?
