Uploading seemed slow so I ran a speed test and got average only 2.1 Mbps upload when it should be around 19Mbps on BT Fibre 2. Download was as expected at around 57 Mbps.
Months ago I ran a speed test and the upload was about 18Mbps but since then we've been switched to digital voice so got a new smart hub2. The hub info display shows Data rate: 20 Mbps / 65.224 Mbps.
Powering the hub off and on has made no difference. How do I find out if my line has somehow got the wrong speed cap and who can fix it?

You haven't got the wrong speed cap as your hub stats clearly show. Your upload speed is 20Mbps. Are you carrying out the speedtest via WiFi or Ethernet ?
I tested via ethernet using the same Thinkbroadband test that showed the higher speed last year.
Try a factory reset of the hub rather than simply power cycling it. Press the recessed button for about 20 seconds until the lights flash.
