I get this error every time I try to send an email with an attachment. It happens on every "to" address I've tried.

Is it with every attachment or just one in particular?
Does your email send without an attachment?
Are you using a VPN?
Have you tried turning off your BT Hub for at least 15 minutes. This will allow it to get a new IP address and new BT email server when you turn it back on?

No, I don't think I'm using a VPN as Norton only applies a VPN when asked t od so and I had not doen that in this session on the PC

No. I've just tried it out - it does NOT happen when replying to an email that was sent to me with an attachment.
