Best way to make a complaint on behalf of someone.

What is the best way to make a complaint on behalf of a vulnerable elderly person. i.e. to phone it in , or email etc.

if so whats the best number

Reason for complaint - faulty ( dead ) landline, 3rd time its gone down in just 4 weeks ( external to the property )

The phone fault reporting number is 0800 800 151. That would be a good place to start.

Are they also registered as vulnerable with BT?
