What i have noticed is that when 5ghz is turned on i am able to connect to 2.4ghz and the ring says it is connected on the admin page momentary. When 5ghz is turned off i am unable to connect to the network at all... is this any clue to what is going on?
It sounds as though the device you are using only has 5Ghz capability and doesn't operate on the 2.4Ghz band.
according to Ring spec the outdoor cam plus is dual band 2.4 and 5ghz maybe this is newer versions

That is only single band.
Download a wifi analyser app on your phone. That will show if the hub is transmitting a 2.4Ghz signal
