What is this?

It is unlocked and the cover just lifts off. We are trying to find out if it is still in use.

You shouldn’t be lifting off the cover ….it may or may not still be in use , they are SCP ( secondary connection points ) and sit between the PCP and DP in the copper network, the ones removed from the network ( ‘cut out’ ) the individual DP’s are re-cabled directly to the PCP , making the SCP redundant , but it’s impossible to tell just by looking .
The only way it would be of interest to you ( as far as in use or not ) would be if it were in the way of ( for example ) putting in a driveway ….the survey just to find out if it’s in use or not would be chargeable , and if it is still ‘live’ the costs to remove to could be considerable.
As stated , it’s got nothing to do with BT , Openreach and BT are not interchangeable terms , and BT are no more or less responsible for it than ( for example ) Sky or Talk Talk .

Good job it isn't a high voltage junction box or the old saying "curiosity killed the cat" could have come into play.
