Are you sure your ethernet cable is OK? If you have Wi-Fi enabled on the PC or MAC that you are testing from then turn it off and try again

Not if your ethernet cable is faulty no.
The reason for asking you to turn Wi-Fi off in post 34 is that I suspect that your ethernet cable is faulty and your connection to the hub is Wi-Fi, turning Wi-Fi off on your machine will prove or disprove that theory
I tried 2 different brand new Ethernet cables. It cannot be that

10PM is peak time, you need to test at a quiet time to discount a problem with congestion.
