The reason the try a filter in test socket is to eliminate a problem with the faceplate and you can also check faceplate is fitting securely as they can get dislodged

you down speed keeps coming back at exactly the same speed suggesting stuck in a banded profile while you up speed appears stuck at fibre 1 max. looks like you need openreach visit
