How to improve broadband in areas of poor speed

I am a PC Support engineer running my own business in a part of the Home Counties which has very poor broadband provision. Despite being close to London most of the local exchanges are Market 1 or 2 and not unbundled. These exchanges serve villages where broadband speeds are around or below 1Mbps. Some of my customers have speeds of around 256Kbps which is not much better than dial up. Being older properties many also do not have an NTE5 master socket.

What can BT do to help these customers who generally are paying more for their broadband than others connected to a Market 3 exchange whilst receiving a much lesser service?

 

1) Every new "wires only" BT Broadband should be provided with an iPlate FOC enclosed with the Home Hub.

2) Customers who don't have an NTE5 faceplate on the master socket should receive a visit from Outreach to have one fitted and a filtered faceplate supplied.

3) HomeHub iteration No 5 should have Powerline networking Technology built in to the Homehub itself and a second Homeplug to enable users to have their computer away from the BT Master socket and use their household wiring to carry the signal. D-Link's DHP-1565 Wireless N PowerLine Gigabit Router has this functionality and so I believe do others so its not new to the market.
